Monotch wins European tender for UDAP

UDAP (Urban Data Access Platform) is the new platform that will serve as a transfer point (a kind of ‘hinge’ in the data chain) for the extremely fast and reliable transfer of data from intelligent traffic light control systems (ITLCs) and other sources to road users and vice versa. All ITLCs, as well as intelligent bollards for example, will make use of the new platform, which is to be fully operational as from 1 January 2021. UDAP is thus the successor of today’s TLEX (Traffic Light Exchange), which was created as part of the Talking Traffic Innovation Partnership. The company Monotch has been awarded the contract for this UDAP in the European tendering procedure.

The Urban Data Access Platform is the ‘successor’ to TLEX (Traffic Light Exchange). That transfer point also regulates the exchange of data between ITLCs and road users. But the new UDAP offers many more functionalities and possibilities, according to Vincent Habers, who supervised the European tendering procedure on behalf of the public-private partnership Talking Traffic. Habers: ‘Monotch amply satisfied all the requirements and wishes, at a competitive price’. From the very start, UDAP will be part of the National Access Point for Mobility Data, with NDW (National Data Warehouse for Trffic Information, also part of this National Access Point) performing the operational contract management in respect of Monotch on behalf of the Ministry.


The data exchange via UDAP will help create further added value in ITLCs: services (use cases) aimed at informing road users, as well as prioritisation (for example, priority at traffic lights for emergency services, public transport and heavy trucks) and optimisation of traffic management.

Monotch has extensive experience in working with ITLCs – the company is also responsible for TLEX, which has been operational since 2017. The innovation contract concluded for that purpose between the Ministry of Infrastructure and Water Management and Monotch will end at the end of this year.

Fast and reliable

UDAP’s key duty will be the same as that of the current TLEX: the extremely fast (in milliseconds) and reliable exchange of ITLC data and vehicle movement data. Aside from that, UDAP offers four important additional functions:

Quality control: If an organisation, public authority or company wants to connect a product to UDAP, the first step in the process is an automatic check of whether the organisation and product meet the relevant connection requirements, such as the availability of a valid ITLC certificate or security certificate for the data connection to be used

Quality monitoring: UDAP continuously and automatically identifies exactly what data is exchanged between what parties and checks the quality of this data. For this purpose, UDAP applies the national standards for data exchange and agreed quality specifications.

Other objects: UDAP makes it possible to connect other objects, in addition to ITLCs, that require extremely fast data exchange. These may include bollards (retractable posts in the road), intelligent tyre pressure meters and intelligent height detection meters.

Priority Broker Configurator (PBC): This allows a road authority to define the criteria based on which a vehicle – based on policy goals - can be given priority for every intersection with intelligent traffic lights. This priority classification is used for the ‘prioritisation’ service of ITLCs.

More comprehensive dashboard

Although TLEX and UDAP do both provide data exchange, the possibilities of UDAP go much further. ‘UDAP comes with a much better and more comprehensive dashboard incorporating many more automatic checks and balances, such as a series of checks as to whether a vehicle is in fact authorised, as well as real-time reports on traffic flows.’
